This is a proposal from Shelly Whale-Murphy, operating the Heart of Grant County business located at 518 S. Canyon Blvd., John Day, OR. The applicant wishes to install a six (6) foot privacy fence adjacent to the building on the north end of the property. No other changes are proposed. The property is zoned General Commercial (GC) District.
A variance to extend the fence to 6 feet along the street-facing yard of the property is requested.
The proposed development plan requires site design review. A public hearing was held on September 22nd 2016, per Section 5-4.2.040(C), because the proposal involves an adjustment to a development standard, as provided under subsection 5-4.2.060(B). The Planning Commission's review focused on the relevant code criteria and followed the public hearing procedures for Type II (administrative) review under Section 5-4.1.030.
The Planning Commission found that the above criteria are met. There are no adjacent property owners on the fence-side of the property and the city received no negative feedback on the proposal. The variance does not violate any code standard, only one variance has been requested via this application, and no other variances for this property have been submitted.
Based on the foregoing analysis and findings, Planning Commission approved SDR-16-01 without conditions.
